The Government of Ontario has revealed its plans for nominating Express Entry candidates with work experience in the technology sector for Canadian permanent residence.

Ontario had previously announced that it would create a dedicated stream for tech workers. Instead, it will hold targeted draws for Express Entry candidates with work experience in six tech-related occupations through its existing Human Capital Priorities Stream.

New Ontario draws will target Express Entry candidates with tech experience

The Express Entry system is Canada’s main source of skilled workers and manages the pool of candidates for the Federal Skilled Worker Class, Federal Skilled Trades Class and Canadian Experience Class.

Eligible candidates for these programs are entered into the Express Entry pool where they are ranked based on scores awarded under the Comprehensive Ranking System (CRS).

A candidate’s CRS score is based on factors that include age, education, skilled work experience and proficiency in English or French.

Express Entry candidates with a provincial nomination receive an additional 600 points toward their CRS score, effectively guaranteeing an invitation to apply for Canadian permanent residence, or ITA.

Ontario is the most popular destination for new permanent residents of Canada, including those admitted through the Express Entry system. In 2018, 65% of new immigrants admitted through Express Entry had Ontario as their destination province.

To be considered for an invitation through an OINP tech draw, candidates must first create an Express Entry profile.

Tech draws will reflect employer needs


Interest in the tech-focused draws is high in Ontario, which is home to major tech hubs located in the cities of Toronto, Ottawa and Kitchener-Waterloo.

Ontario is currently facing a shortage of tech workers, as is the rest of Canada. It is estimated that up to 220,000 skilled workers will be needed in Canada’s Information and Communication Technology sector by 2021.

The OINP uses its Human Capital Priorities Stream to search the Express Entry pool for candidates who match specified federal and provincial criteria.

OINP tech draws will search the Express Entry pool for eligible candidates with work experience in one of six targeted occupations:

  • Software engineers and designers (NOC 2173)
  • Computer programmers and interactive media developers (NOC 2174)
  • Computer engineers (NOC 2147)
  • Web designers and developers (NOC 2175)
  • Database analysts and data administrators (NOC 2172)
  • Computer and information systems managers (NOC 0213)

NOC stands for National Occupational Classification, which determines an occupation’s skill level and skill type.

The OINP said the six occupations reflect current needs in Ontario and were selected based on consultations with employers and other stakeholders across the province.

The Human Capital Priorities Stream does not require a job offer and has a history of inviting Express Entry candidates with CRS scores that haven’t been high enough for an ITA in one of the federal government’s regular Express Entry draws.

Express Entry candidates selected by the OINP will receive a Notification of Interest from the OINP and have 45 days to apply for a provincial nomination from Ontario.

Nominations on the rise


Ontario receives an annual nomination allocation through the federal government’s Provincial Nominee Program (PNP). Ontario’s allocation under the PNP has grown in each of the last six years and stands at 6,900 for 2019.

Admissions of new permanent residents through the PNP are slated to continue growing in 2020 and 2021, as are admissions through the three programs managed by the Express Entry system.

Overall, Canada could welcome more than one million newcomers between now and 2021.

Saskwatchewan issues first Occupations In-Demand invitations through new EOI system

The SINP switched to an Expression of Interest system for its Occupations In-Demand and Express Entry sub-categories in July.

Saskatchewan has issued its first invitations through the new Expression of Interest system for its Occupations In-Demand immigration sub-category.

In an update published September 20, the Saskatchewan Immigrant Nominee Program (SINP) says it issued 140 invitations to candidates in the Occupations In-Demand sub-category, which targets eligible skilled workers with work experience in one of Saskatchewan’s in-demand occupations.

The lowest-ranked candidate had a score of 75 points on Saskatchewan’s unique point-based assessment grid and the SINP specified that those invited all had Educational Credential Assessments, which are required in order to apply for a provincial nomination from Saskatchewan.

Anyone interested in immigrating to Saskatchewan through the Occupations In-Demand sub-category must first complete an Expression of Interest (EOI), a pre-application process that determines one’s eligibility.

Candidates must meet the minimum threshold of 60 points out of a possible 100 on factors such as education and training, skilled work experience, language ability, age, and connections to Saskatchewan’s labour market / adaptability. Those who meet this minimum and the sub-category’s other criteria are then entered into the pool of candidates, where they are ranked against the competition.

EOI candidates with the highest scores are issued invitations to apply for a provincial nomination from Saskatchewan through periodic draws from the EOI pool. The SINP says the number of invitations issued in each draw “is dependent on annual processing targets and employment demands.”

Candidates whose provincial nomination application is approved by Saskatchewan can then apply to Canada’s federal government for permanent residence.

Saskatchewan switched to an EOI system for its Occupations In-Demand and Express Entry immigration sub-categories in July. Both are components of Saskatchewan’s International Skilled Worker Category.

Saskatchewan issued its first invitations to EOI candidates in its Express Entry sub-category on August 21.

The SINP says the change allows it to better target immigration candidates who are most likely to succeed in Saskatchewan’s labour market and that “a goal of the EOI system is to ensure strong economic outcomes and long-term retention in Saskatchewan for those invited to apply.”

Previously, the SINP had employed a first-come, first-served approach to applications through the two sub-categories that favoured those quickest to apply when they were opened periodically to candidates.

EOI systems, which prioritize a candidate’s so-called human capital, are now employed by most Canadian provinces. The Government of Canada’s Express Entry system is also EOI-based, as is Quebec’s new approach to selecting candidates through the popular Quebec Skilled Worker Program.

PEI conducts new draw for Express Entry, Labour and Business candidates

Prince Edward Island has issued new invitations to apply for a provincial nomination to candidates in its Express Entry, Labour Impact and Business Impact categories.

The province’s Office of Immigration issued a total of 116 invitations to Express Entry and Labour Impact Category candidates and eight to candidates in its Business Impact Category.

The minimum score for Business Impact Category candidates was 152. PEI’s Office of Immigration did not provide a minimum score for the Labour Impact and Express Entry invitations.

Express Entry candidates who wish to be considered under the PEI Express Entry Category must create a profile in the province’s Expression of Interest system. Profiles are reviewed and assigned points based on six selection factors: age, language, education, work experience, employment, and adaptability.

Express Entry candidates who have been invited through the PEI Express Entry Stream have 90 days from the invitation date to submit a complete application to the province’s Office of Immigration. Applicants who are nominated by PEI receive an additional 600 Comprehensive Ranking System (CRS) points, leaving them well position to receive an Invitation to Apply for Canadian permanent residence.

PEI’s Labour Impact Category is for individuals who possess skills and experience that are needed in PEI’s labour market. The category is divided into three streams: Skilled Workers, Critical Workers and International Graduates.

Controversial business streams now closed

The Government of Prince Edward Island announced last week that the September 20 draw would be the final invitation round for the Business Impact Category’s 100% Ownership and Partial Ownership streams, which had become mired in controversy.

The streams allowed candidates to be nominated for permanent residence by PEI in exchange for opening a business in the province. Investigations revealed, however, that many never opened a business after receiving permanent residence status.

Prince Edward Island says it will maintain the Business Impact Category’s Work Permit Stream, which issues immigrant entrepreneurs with a temporary work permit to start their business and only nominates them for Canadian permanent residence once the terms of their performance agreement are met.

Quebec Skilled Worker Program’s Arrima portal is now open

The new online portal for the Quebec Skilled Worker Program, known as Arrima, is now in service.

Effective today, candidates who are interested in obtaining Canadian permanent residence through the Quebec Skilled Worker Program (QSWP) can express their interest to the Government of Quebec by creating a profile using Arrima.

The Government of Quebec switched to an Expression of Interest (EOI) system for the QSWP in August. The EOI system requires all interested candidates to create a profile and provide the requested information on their education, an area of training, proficiency in French and other languages and work experience, among other details.

Quebec’s Immigration Ministry, MIDI, says it will issue invitations to “those who meet certain criteria, focusing mainly on labor market needs in the different regions of Quebec.”

Anyone issued an invitation will then be able to apply to the Government of Quebec for a Quebec Selection Certificate (Certificat de séléction du Québec, or CSQ).

Once a Quebec Selection Certificate is awarded, individuals can submit a complete Canadian permanent residence application to Canada’s federal government.

Eligibility

Unlike the QSWP’s previous first-come, first-served model, there is no cap on the number of candidates who can enter the QSWP bank.

In order to submit a profile, the only requirement is to be at least 18 years of age.

However, in order to be eligible for selection, candidates will have to meet passing scores for employability and selection factors in accordance with the QSWP points grid.

MIDI has provided only limited information on how individuals will be ranked in the QSWP bank of candidates. It has indicated there will be a ranking system, but it is not known if it will be similar to the federal Express Entry system‘s Comprehensive Ranking System, or CRS.

How Arrima works

Users enter a virtual waiting room, where they wait until notified of their turn to access the portal.

Once access is granted, users will have 90 minutes in the portal. MIDI recommends saving frequently in order to avoid losing the information submitted up to that point in the event one’s 90-minute session expires.

Registrants have 30 days to complete their profile, which will remain valid for one year.

Candidates in the EOI pool can update their profile with new information or revise the information provided at any time during the 12-month validity period.

Those invited by Quebec to apply for a Quebec Selection Certificate have 90 days to submit a complete application.
